About OGEWG

The Off-Grid Energy Working Group (OGEWG) of Uganda was established in October 2023 through a broad consultative process involving stakeholders of the off-grid energy sub-sector.

Background

The OGEWG was established with significant support from the Beyond the Grid Fund for Africa (BGFA). BGFA played a crucial role in the process, collaborating with the Ministry of Energy and Mineral Development and the National Renewable Energy Platform (NREP) to convene key stakeholders within the off-grid sector. This collaborative effort led to the establishment of an official Off-Grid Energy Working Group in Uganda, aimed at enhancing coordination and oversight of initiatives designed to raise the profile of the off-grid energy sub-sector.

Purpose

The purpose of the OGEWG is to bring together the relevant stakeholders in the off-grid energy sub-sector in Uganda with the aim of strengthening dialogue and coordination between the Government, Cooperation Partners (CPs) and the private sector, and to contribute to the improvement of a framework conducive to private sector investment in the off-grid energy sector in Uganda in line with Government objectives.

Key Objectives

The OGEWG serves as a hub for exchange and dissemination of experience, know-how, and information.

Knowledge Exchange

Provide a hub for the exchange and dissemination of experience, know-how and information garnered from programme implementation, regulatory or policy developments.

Stakeholder Coordination

Strengthen dialogue and coordination between the Government, Cooperation Partners and the private sector in the off-grid energy sector.

Market Development

Contribute to the improvement of a framework conducive to private sector investment in the off-grid energy sector in Uganda in line with Government objectives.

The OGEWG STRUCTURE

The OGEWG operates through a three-tiered structure to effectively address the challenges in the off-grid energy sector.

 

Steering Committee

The Steering Committee comprises key stakeholders and selected primary stakeholders of the off-grid energy sub-sector who constitute the permanent members of the OGEWG. The SC provides guidance and oversight of the functions of the OGEWG and the implementation of its work plan.

OGEWG Forum

The OGEWG Forum comprises the larger group of key, primary, and some secondary stakeholders. The Forum meets to share goals, scope, and outcomes of interventions of stakeholders in the off-grid energy sub-sector and explore opportunities for collaboration.

Subcommittees

The OGEWG has five specialized subcommittees that focus on addressing critical thematic issues identified as barriers to investment in the off-grid energy sector. Each subcommittee brings together relevant stakeholders to develop strategies and recommendations in their specific focus areas
