Our Subcommittees

The OGEWG operates through five subcommittees addressing critical barriers to off-grid energy development in Uganda.

Finance and Fiscal Incentives Subcommittee

Purpose:

This subcommittee drives discussions and initiatives to address financing challenges and promote fiscal incentives that enhance private sector investment in Uganda’s off-grid energy sector..

Key Focus Areas:

  • Assessing funding gaps and affordable financing mechanisms for off-grid projects.
  • Developing recommendations for subsidies, tax incentives, and grants to stimulate market growth.
  • Collaborating with financial institutions to improve access to credit for renewable energy businesses.

Leadership:

Chair: Uganda National Renewable Energy and Energy Efficiency Alliance (UNREEEA)

Support: Uganda Energy Credit Capitalisation Company (UECCC), African Development Bank (AfDB)

Minigrids Subcommittee

Purpose:

The Minigrids Subcommittee focuses on advancing the deployment and operation of minigrid systems to provide reliable electricity access in Uganda’s underserved rural and remote areas.

Key Focus Areas:

  • Streamlining regulatory frameworks and site allocation processes for minigrid projects.
  • Promoting technological innovations and sustainable operational models for minigrids.
  • Enhancing community engagement and tariff structures to ensure affordability and scalability.

Leadership:

Chair: GIZ/GET.Transform

Support: Electricity Regulatory Authority (ERA), Rural Electrification Agency (REA)

This subcommittee promotes the use of off-grid energy to drive economic and social development, particularly in agriculture, small businesses, and community services across Uganda.

Key Focus Areas:

  • Identifying and scaling energy solutions for productive applications (e.g., irrigation, agro-processing).
  • Supporting business models that integrate off-grid energy into income-generating activities.
  • Collaborating with rural communities to increase adoption of energy-efficient technologies.

Leadership:

Chair: Ministry of Agriculture

Support: USAID, SNV Uganda

Purpose:

The Bioenergy and Clean Cooking Subcommittee leads efforts to advance the adoption of clean cooking technologies and sustainable bioenergy solutions, improving health and environmental outcomes in Uganda.

Key Focus Areas:

  • Assessing the socio-economic impacts of traditional cooking and promoting cleaner alternatives.
  • Supporting innovations in bioenergy production (e.g., biogas, briquettes) and distribution.
  • Developing policies and financing mechanisms to scale clean cooking technologies.

Leadership:

Chair: Uganda National Alliance for Clean Cooking (UNACC)

Support: GIZ/EnDev, Ministry of Health
