Chairperson

Ms. Specioza Kimera Ndagire is a distinguished Ugandan businesswoman and corporate executive. She served as the inaugural Managing Director of the Uganda Energy Credit Capitalisation Company (UECCC), a government parastatal established in 2009 to promote investment in renewable energy infrastructure. Under her leadership, UECCC collaborated with private sector partners to develop and finance renewable energy projects, including the launch of the Equi Green Loan Product in partnership with Equity Bank Uganda, aimed at facilitating access to clean energy technologies through affordable credit. Ndagire's tenure significantly advanced Uganda's renewable energy sector, fostering sustainable development and increasing energy access for rural communities.

Dr. Sebbowa's career encompasses academia, industry, and regulatory roles. He served as a senior lecturer at universities in Nigeria, Kenya, and Uganda before transitioning to the private sector. From 2001 to 2011, he was the Chief Executive Officer of Uganda's Electricity Regulatory Authority, overseeing the country's electricity sector. Subsequently, he became the Executive Director of the Uganda Investment Authority, promoting investment opportunities within Uganda.

Eng. Elizabeth Kaijuka Okwenje is a seasoned engineer and renewable energy specialist with over 17 years of experience in developing renewable energy projects and rural electrification planning, particularly focusing on off-grid solutions and mini-grid development. She currently serves as the Principal Energy Officer at Uganda's Ministry of Energy and Mineral Development, where she plays a pivotal role in advancing sustainable energy initiatives across the country. Throughout her career, Eng. Okwenje has demonstrated expertise in business planning, analytical skills, feasibility studies, energy efficiency, and market research. Her commitment to sustainable development is further exemplified by her active participation in industry events and contributions to studies on renewable energy-based mini-grids for rural electrification in East Africa, aiming to improve energy access in underserved communities.

Hon. Shartsi Kutesa Nayebare Musherure is a Ugandan lawyer and politician, currently serving as the Member of Parliament for Mawogola North Constituency in Ssembabule District. She holds a bachelor's degree in law from the University of Wales, Cardiff, and a master's degree in law from Cornell University, New York. In Parliament, she has served on committees such as Legal and Parliamentary Affairs, Budget, Foreign Affairs, and Climate Change.

Mr. Julius Magala

Vice Treasurer

Mr. Julius Magala is a seasoned renewable energy practitioner with extensive experience in market development for off-grid solar and clean cooking solutions in East Africa. He currently serves as the Energy Access Coordinator at the United Nations Capital Development Fund (UNCDF), where he manages the energy program, providing innovation grants, concessional debt, and technical assistance to clean energy businesses in Uganda. Clean Cooking Prior to joining UNCDF, Mr. Magala was the Country Manager for Energy 4 Impact in Uganda, supporting businesses in delivering energy access to off-grid communities through innovative business models. He holds an Executive Master's in Energy Management from the Norwegian Business School and IFP School, and a Bachelor of Business Administration degree from Makerere University. In 2017, he was a Mandela Washington Fellow at the Public Management Institute of the University of California, Davis.

Mr. Richard Kimbowa is a seasoned development manager with over two decades of experience in environmental conservation, climate change adaptation, and renewable energy policy. He currently serves as the Programme Manager for the Uganda Coalition for Sustainable Development (UCSD), a local NGO network dedicated to promoting sustainable development practices. His extensive experience and leadership continue to drive progress in Uganda's sustainable development and renewable energy sectors.

Ms. Ruth Komuntale is an environmental lawyer and advocate for renewable energy and clean cooking solutions. She currently serves as the Managing Director of ECOCA East Africa, a company specializing in solar-powered clean cookstoves. In her role, Ms. Komuntale leads initiatives to promote sustainable cooking technologies across the region, aiming to improve health outcomes and environmental sustainability. Her commitment to these causes is further reflected in her active participation in various environmental and clean cooking advocacy platforms.
