Background

The National Renewable Energy Platform, under the Power for Food Partnership, invites qualified consultants or firms to submit proposals for a consultancy assignment to develop, pilot, validate and support the institutionalisation of the Renewable Agriculture and Productive Use of Energy Starter Pack.

The Power for Food programme is a multi-stakeholder initiative aimed at accelerating the integration of renewable energy within agricultural systems in Uganda. The programme seeks to improve productivity, strengthen resilience, enhance value addition and promote inclusive economic growth across priority agricultural value chains including cereals, legumes, horticulture and dairy.

This consultancy will support the development of a practical, field-tested and scalable RA-PURE Starter Pack to guide district authorities, programme partners and other stakeholders in diagnosing, planning, implementing and learning from renewable energy and agriculture-linked productive use interventions.

Objective of the Assignment

The overall objective of the consultancy is to design, pilot, validate and support the uptake of a comprehensive RA-PURE Starter Pack. The Starter Pack will integrate technology performance assessment, district market-readiness diagnostics, social inclusion analysis, data management tools and an inclusive implementation framework.

Scope of Work

The selected consultant or firm will be expected to undertake the assignment through a structured and participatory process that includes:

  • Inception, detailed planning and stakeholder mapping.
  • Co-design and development of RA-PURE diagnostic tools and implementation frameworks.
  • Piloting and field application of the tools across at least 10 districts.
  • Analysis, refinement and validation of the tools based on field feedback.
  • Finalisation, dissemination and capacity building for district authorities, extension workers and programme partners.
  • Support for institutional uptake through relevant national knowledge platforms, including the Agri-Energy Desk.

Key Deliverables

The consultant or firm will be expected to deliver the following:

  1. Approved inception report with refined methodology, work plan, stakeholder engagement plan and risk management strategy.
  2. Core diagnostic tools, including:
    • Technology Performance Assessment Tool.
    • Social Inclusion Assessment Tool.
    • District Market Readiness Assessment Tool.
  3. User guides, data collection templates and data protocols.
  4. Pilot documentation, field reports, datasets and analysis from at least 10 districts.
  5. Validated final RA-PURE Starter Pack.
  6. Training materials and documentation of capacity-building sessions.
  7. Final consultancy report with findings, lessons learned and recommendations for scale-up and sustainability.

Duration

The core consultancy assignment will run for approximately six months, followed by nine months of post-consultancy technical support. The post-consultancy support will include advisory input, capacity building and participation in review sessions as agreed at contract stage.

Required Expertise

The assignment may be undertaken by an individual consultant or a firm. Firms are encouraged to propose a multidisciplinary team with expertise in:

  • Agri-energy systems.
  • Productive use of renewable energy.
  • Market systems development.
  • Data and monitoring systems.
  • Gender equality and social inclusion.
  • Stakeholder engagement and capacity building.

Applicants should clearly indicate the proposed level of effort, including the number of days allocated to each phase and team member.

Interested consultants or firms should submit a complete proposal package comprising:

  • Technical proposal.
  • Financial proposal.
  • Curriculum vitae of key personnel.
  • Evidence of previous relevant assignments.
  • At least two professional references.

Proposals will be evaluated through a competitive selection process based on the following criteria:

Only proposals that meet the minimum technical threshold determined by NREP will proceed to financial evaluation. Final selection will be based on combined technical and financial scores.
