The National Electrification Strategy (NES) Study report aims to establish a comprehensive strategy to enhance electricity access across Uganda, aligning with the national goals set out in Vision 2040 and the Second National Development Plan (NDP II). The study focuses on both on-grid and off-grid solutions to achieve universal electricity access by 2030, targeting a Tier 1 minimum service level as defined by the SE4ALL multi-tier framework. The strategy is designed to address Uganda’s specific socio-economic and geographic challenges by employing a data-driven approach, utilizing a geospatial analysis to identify cost-effective electrification options. The study provides a roadmap for sustainable electrification through detailed assessments of existing infrastructures, identification of financial and regulatory requirements, and a set of actionable recommendations for stakeholders involved in the energy sector.
